Tom is an expert on technology and innovation policy.

After serving as Deputy Assistant to the President for Technology and Economic Policy to President Clinton, Tom was appointed Senior Fellow with the Center for American Progress, and later Special Assistant to the Chancellor for Science and Technology at the University of California, Berkeley. There, he developed multi-disciplinary research initiatives along the fields of information technology, nanotechnology, and biology.

Tom joined the Obama administration in 2009,  as Deputy Director for Policy in the White House Office of Science and Technology Policy and also acted as the Senior Advisor for Science, Technology and Innovation for the United States National Economic Council.

In May 2024, Tom founded Renaissance Philanthropy, a non profit organization dedicated to increasing the ambition of scientists, innovators and philanthropists by eliminating bottlenecks to sponsoring and conducting research for groundbreaking technologies.
