Seb works in frontier AI governance and policy at Google DeepMind, where he focuses on how to responsibly manage the development and deployment of advanced and potentially transformative AI systems. He serves as a Policy Development & Strategy Manager and frontier policy lead, helping shape internal and external approaches to AGI and frontier model risks, oversight, and regulation. Before joining DeepMind, he was a Senior Technology Policy Researcher at Stanford University’s Cyber Policy Center, studying how AI intersects with foreign policy, cybersecurity, and global development. His AI governance journey began in the UK government’s Office for Artificial Intelligence in 2018, where he headed regulation efforts and advised on national AI policy. Earlier in his career, Seb qualified in international arbitration and disputes at Freshfields Bruckhaus Deringer, bringing a legal and regulatory lens to his later work on AI. Across roles in government, academia, and industry, he has become a key voice on how institutions should anticipate and govern frontier AI capabilities over the coming decade.
